Indian and Chinese students will be impacted by Australia's decision to raise student visa fees to AUD 1,600 and to require offshore applications beginning July 1, 2024. Affected graduates must apply for employer-sponsored visas or depart when their visas expire as a result of the changes.

Effective July 1, the Australian Home Affairs ministry said on its website that the government has quadrupled the visa application fees for international students from AUD 710 ($473) to AUD 1,600 ($1,068), or around 89,130.29 Indian Rupees.

The action aims to address the high migration rates that have put pressure on the nation's housing market.

China and India are the countries with the largest numbers of international students studying in Australia, according to the Department of Education's 2023 report.

International students would be greatly impacted by the decision to raise the fee.

Students wishing to apply for an "Australian Student Visa" must do it from outside of Australia as of July 1, 2024, rather than from within the nation. Certain visa holders, such as visitors and temporary graduates, would probably be impacted because they will no longer be able to apply for student visas while in Australia.

However, the new rules will not apply to visa applications submitted before July 1. These changes do not apply to holders of Work and Holiday visas or Working Holiday Makers. There won't be any changes to their current visa status.

New regulations for student visas to Australia

According to the Australian government, temporary graduates whose student visas expire must either leave the country or look for employment prospects to pursue employer-sponsored visas or permanent residency.

According to the Grattan Institute's "Graduates in Limbo" report, 32% of those on Temporary Graduate Visas choose to continue their studies to stay in Australia longer than the allotted period.

The new rules complement the extra changes made in March for holders of temporary graduate visas. This results in a reduction in eligibility age from 50 to 35 and an increase in English language proficiency.

While they wait for their visa determination, students who want to study in Australia can visit the nation. They must, however, have, or be granted, a visa that allows them to enter and remain in Australia for that amount of time. Applicants for offshore student visas are not eligible to apply for a Bridging visa to stay in Australia while their application is being processed.

Holders of visitor visas are now limited to three months of study time during the validity of their visa. Those who want to continue their education after this time must apply for a student visa from outside of Australia.

Who cannot apply for a student visa to Australia?

It is currently not permitted for Temporary Graduate, Maritime Crew, or Visitor visa subclasses to apply for a student visa within the nation. Holders of Temporary Graduate, Visitor, Electronic Travel Authority, Medical Treatment, eVisitor, and Maritime Crew visas are among the specific visa categories that are impacted.

Furthermore, applicants for student visas while in Australia are not permitted to be Temporary Work visa holders under the International Relations (Domestic Worker - Diplomatic or Consular) stream, Domestic Worker (Temporary) - Diplomatic or Consular, Transit, Diplomatic Temporary - (primary visa holders only).
